Our enabling legislation
The TransLink Transit Authority was established as a statutory authority under the Transport Operations (TransLink Transit Authority) Act 2008. This legislation is the key source of our governance obligations. It prescribes TransLink's:
- functions and powers
- board membership and meeting process
- responsibilities for planning and reporting.
Our governance framework
Our governance framework comprises the roles, policies and processes that are used to set our objectives and ensure we undertake our business activities in an effective and responsible manner.
With our unique mix of legislative responsibilities, there is no single governance model that completely fits our business. For this reason, we have created a tailored governance framework for TransLink, adopting relevant principles from a range of Australian and international standards and practices from across both private and public sectors.
TransLink has founded its governance framework on the following four principles. We continually review and improve our governance practices to ensure they uphold:
- Integrity - our governance systems uphold ethical and professional behaviour.
- Transparency - our governance practices are conducted in an open and honest manner.
- Accountability - our governance systems include clear roles and responsibilities with all participants answerable for their decisions and performance.
- Stewardship - the governance structures and practices ensure our resources are utilised to deliver the best outcomes for all of our stakeholders.
Our governance structure
The TransLink Transit Authority is governed by a non-executive, seven-member board. The board reports directly to the Minister for Transport and Multicultural Affairs.

Our board delegates responsibility for the day-to-day management of TransLink to our Chief Executive Officer. An Instrument of Delegation specifies those items for which the board has reserved decision making authority, and the decisions delegated to the Chief Executive Officer.
Our core business activities are managed by the eight Directors of our executive Leadership Team. The Leadership Team are led by and report to the Chief Executive Officer.

Legislation guides how we conduct our business, what we're allowed to do and more importantly, what we're not allowed to do.

Information standards
The Queensland Government Information Standards assist Government agencies by defining and promoting best practice in the acquisition, development, management, support and use of the information systems and technology infrastructure which support Queensland Government business processes and service delivery.
